2. JOB PURPOSE: Monitor and ensure the efficient RO operation, reliability & safety of the RO Plant & related auxiliaries during overall shifts and make sure that the plant parameters are maintained within the required standard in order to ensure continued operation of the RO plant in a safe & reliable manner. Investigate and report incidents, suggests changes in operational mode. Review specifications and engineering work and solving technical problems. 3. JOB DIMENSIONS: Number of Staff Supervised:Direct Reports:None Total:None 4. KEY ACCOUNTABILITIES: DescriptionPerformance Indicators Production Planning: Monitor and follow-up the execution of the RO Plant production plan to ensure the maximum utilization of the facility and its auxiliaries in the most efficient and cost effective manner.Unutilised capacity. Service interruption. Loss of revenue. Maintenance Coordination: Follow RO Shift Supervisor Reports for major operational abnormalities to the maintenance department and follows up to ensure proper response and work continuity. Communicate directly with Maintenance regarding pending notification if the problem is considered priority. Deviations from the scope of work Reports: Prepare regular incident and budget inputs for operations activities for future reference and superintendent review. Prepares Monthly/yearly reports to keep the operations superintendent well informed about work progress. Review Shift Supervisors Reports to determine if they were completed accurately and whether or not there are deviations from standard parameters and discuss that with the superintendent.Accuracy of reports Precise, accurate and relevant data. Timely reporting. Training Plan the training activities such as OJT and external training for assigned Control Room and Field Operators to improve their performance of the current job and develop their capabilities to operate the total plant complex electrical switching, reading diagrams, testing, trouble shooting, dealing with maintenance, isolating problem areas, etc. Follow up and evaluate progress and performance of operators as a result of training, provide encouragement and or caution as may be necessary.Understanding of the training assigned to the OJT Improved enhanced quality of work General Operations: Follows up the operations through the work instructions given by the operations superintendent. Ensure water desalination plant equipment and auxiliarys utilization is maximized with minimal costs and within standards. Monitor the production and water quality to maintain the Marafiq standard limits. Review Reports and log sheets for shift supervisors and Follow up on existing problems and progress corrective steps to reach resolution of problem. Make sure Permit to Work and Safety Tags to carry out the required maintenance work includes isolation of problem areas are always applied. Prepare and review standard operation procedure and check list and Make sure it is applied at start up. Periodic inspection of the plant equipments to determine mechanical status of the equipment and overall readiness of the plant and identify safety infractions, if any, take appropriate action. Regular checks in plant, well stations, inspect the process system, house keeping status and to take action accordingly. Make sure that all the routine tests and check ups such as Changing-Over of auxiliaries, electrical switchgear, are carried out. Coordinate with other Department in case of interface problems. Participate in shut-downs for maintenance Respond to emergency situations such as tripping trouble shoot. Coordinate with membrane specialist for carrying and analysis conductivity profiles and experiments carrying out on the Test Unit. Coordinate with lab. Chemist regarding chemical cleaning, preservationHigh SDI value or any abnormality. Following plant equipments protection test with related Department or section. To provide necessary data to the superintendent for preparing weekly, monthly, annual reports and incident report. Responsible to prepare standard operation procedure, check lists and emergency procedure for the plant. Able to assist the superintendent in all his undertakings and later resume the responsibilities during the leave of absence. Assist to superintendent for all other operational activities during the shift and other related work assigned by his superintendent.High rate of successful completions of OJT. Maintenance Coordination: Coordinate with the maintenance section for the approval of any shut down or preventive maintenance of major equipment. Unutilised capacity. Service interruption. Forced outage rate. Technical Process: Work closely with RO Plant team to lead the technical process enhancement, propose initiatives to superintendent that will result in improved workflow, productivity and efficiency.Quality of proposed initiatives. ROI. New Projects: Study technical specifications of new projects; coordinate with consultants and contractors all project activities. Project progress reporting. Quality of recommendations. Contractors & consultants relationship. Cost Control: Coordinate with superintendent for Monitoring the financial performance of the RO Plant section against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalised upon.Financial variance versus budget. Policies & Procedures: Recommend improvements to departmental policy and direct the implementation of procedures, controls and protection testing covering a specific area of RO Plant activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers. Compliance with procedural and legislative requirements. Effective communication of policies and procedures. Safety, Quality & Environment: Ensure compliance to all relevant safety, quality and environmental management procedures and controls across the seawater cooling section to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.Frequency of ISO 9001 non-compliance points. Frequency of ISO 14001 non-compliance points. Frequency of LTIs, safety incidents and near misses. 5. JOB CONTEXT: The jobholder is directly reporting to The Water Production Department Manager, Yanbu. The prime responsibility of the jobholder is to manage and supervise the RO Plant facility and its auxiliaries in order to maximize the facility utilization, minimize costs and achieve the overall water production departments objectives. The RO Plant section work three shifts four crews (24 hours/day). The nature of the department activity requires fieldwork rather than office work, and hence the employees are subject to great deal of noise, feed water parameters, high voltage electricity. 6. COMMUNICATIONS & WORKING RELATIONSHIPS: Daily status meeting with RO Superintendent, Maintenance, Engineering, Contracting and Plant Engineering Departments for work coordination and progress discussion/reporting. Daily contact with RO Plant section staff to discuss work progress and plants technical problems. 7. FRAMEWORKS, BOUNDARIES, & DECISION MAKING AUTHORITY: The jobholder operates under the general guidance of Superintendent on all routine issues related to the RO Plant. Any extraordinary issues arising outside of set policies and procedures are referred to the Superintendent Operations for discussion and approval of recommended actions. No financial approval Authority.
